Today, the Verkhovna Rada adopted draft law No. 5886 on official statistics. 255 deputies voted "for" it.

In 2021, Mykhailo Fedorov became the coordinator of the direction of the development of the State Statistics Service. Since then, the team of the Ministry of Statistics has started working on a strategy for transforming the State Statistics Service.

The Law on State Statistics has existed since 1992. It changed several times. But today it can be considered morally outdated. The new draft law was developed on the basis of the framework regulation of the European Union. This will make it possible to get as close as possible to EU legislation in the field of statistics.

Producing statistics in Ukraine takes a long time, and outdated systems make data processing and access difficult. There are no tools that would allow you to quickly and conveniently obtain data on individual issues. Requests are processed for a long time, and information is provided in different formats and on various resources.

"During a full-scale war, all government decisions affecting citizens' lives must be made even faster and more efficiently. Adopting the new Law on Official Statistics is a logical step. All data must be available in real-time, efficiently received, and processed. This will make it possible to quickly make important decisions not only for the government but also for entrepreneurs, instead of wasting time on bureaucracy," said Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov.

The bill envisages the possibility of creating an IT platform where all processes — from data upload to distribution — are automated, unified, and independent of humans. Using available data from various state registers is also prioritized to reduce the reporting burden on respondents.

On the one hand, it will speed up obtaining quality data, and on the other hand, it will save budget and human resources. Also, the submission of paper reports for collecting statistical data by legal entities will be prohibited, which will be another step towards building a paperless country.
