Three terminals of Chornomorsk port will be handed over to concession in 2022

The Ministry of Infrastructure is preparing to transfer to concession three facilities on the territory of the State Enterprise "Sea Trade Port "Chernomorsk": the so-called First Cargo Area, a container terminal and a specialised ferry complex.


The concession projects are included in the List of Priority Investment Projects until 2023, it is expected that as a result of the successful implementation of two of these projects, the port of Chornomorsk will attract about $150 million in investments.

We expect that within six months the consultants will prepare a feasibility study, then a corresponding discussion will take place, and the next step will be competitions. Theoretically, in 2022 we can already get concession agreements for these three facilities, which, of course, is a civilized way to develop public-private partnerships.

The development of concession projects was undertaken by the European Bank for Reconstruction and Development (EBRD) by 80%, the remaining 20 percent by USPA.

Recall, on December 23, 2021, the Ministry of Infrastructure of Ukraine, Ukrainian Sea Ports Administration, Risoil-Kherson LLC and Kherson Port LLC signed acts on the transfer of property of the state-owned enterprise Kherson Sea Port for a period of 30 years.

The Olvia seaport in Nikolaev was transferred to a concession in August last year to the operator of Qatar's largest commercial port, QTerminals.
