The Cabinet of Ministers of Ukraine has approved the Strategy for Engineering Development of Defensive Lines through 2028 and adopted an operational plan for its implementation. The document introduces unified standards for fortifications, digital records of defensive structures and stronger protection of logistics routes against drones.

The Ministry of Defence of Ukraine announced the decision on its website.

"The Strategy establishes a unified standard for the development of defensive lines across the country. The document sets deadlines and assigns responsibilities, creating mechanisms to monitor implementation. We will scale up solutions that have proven effective. At the same time, we will take into account new challenges, threats and changes in Russian tactics. Our main goal is to protect our military personnel and civilians," Defence Minister Yevhenii Khmara emphasised.

According to the ministry, the document was developed at its initiative, taking into account combat experience and current trends in warfare.

The Strategy aims to adapt the engineering development of defensive lines to changes in Russian tactics and the characteristics of modern and emerging weapons systems.

Its implementation is also expected to strengthen Ukraine's defence capabilities, create safer conditions for economic activity and support essential services for residents of regions bordering combat zones.

The Strategy's primary objectives are to improve the resilience of Ukrainian Defence Forces units, enhance personnel protection and ensure the reliable operation of military and civilian logistics.

It also provides for coordinated planning of engineering works involving the Defence Forces and government authorities. Plans will be regularly updated to reflect the operational situation and military requirements.

The main areas of work include:

  • Construction and maintenance of fortifications;
  • Installation of defensive engineering obstacles;
  • Strengthening anti-drone protection along logistics routes;
  • Use of modern structures, materials and camouflage equipment;
  • Establishment of reserves of construction materials and engineering supplies;
  • Introduction of digital records of completed works, enabling monitoring of their condition and results.

The document covers the entire engineering development cycle, from planning and construction to documentation, maintenance and restoration. This is intended to ensure that defensive lines remain ready for their intended use.

A unified digital geoinformation platform will be introduced to record and monitor the condition of defensive structures.

The platform will be developed using existing information systems, including the expansion and integration of capabilities provided by the DELTA system. The digital database will contain technical records for each facility, photographs, location data and information about its condition. This will make it possible to monitor construction progress, identify repair and restoration needs, and allocate resources more effectively.

The operational plan for implementing the Strategy in 2026–2028 establishes specific measures, deadlines, responsible institutions and performance indicators.

The Ministry of Defence will oversee the overall coordination and monitoring of the Strategy's implementation, while the General Staff will coordinate these activities within military command structures. The Ministry of Defence also stated that the measures will be financed through allocations from state and local budgets for the relevant years, as well as other sources permitted under Ukrainian law.
