Ukraine is joining one of the European Union’s key initiatives in the field of cybersecurity.
Vice Prime Minister for Innovation, Education, Science and Technology Development — Minister of Digital Transformation of Ukraine, Mykhailo Fedorov, has signed an amendment to the Agreement on Ukraine’s participation in the EU’s Digital Europe Programme (2021–2027). On behalf of the European Union, the document was signed by Roberto Viola, Director-General of the European Commission’s Directorate-General for Communications Networks, Content and Technology (DG CONNECT).
This decision grants Ukraine access to the EU Cybersecurity Reserve — a tool developed under the EU Cyber Solidarity Act to ensure rapid response to large-scale cyberattacks in EU Member States and partner countries.
"The war today is taking place across multiple domains, including cyberspace. Every day, the enemy attempts to attack government systems, critical infrastructure, and more. Strengthening cooperation with the EU through the Cybersecurity Reserve will enable Ukraine to receive rapid support from certified European experts to protect systems, contain attacks, and restore operations quickly. This is another step toward Ukraine’s digital integration with Europe and an important reinforcement of our cyber resilience. In the event of serious incidents — such as attacks on government systems, critical infrastructure, or digital services — Ukraine will be able to receive swift expert assistance from certified specialists from EU Member States. They will support threat analysis, containment of attacks, and restoration of the functionality of key systems.
Cooperation with the EU within the framework of the Cybersecurity Reserve not only strengthens national security but also directly contributes to the stable operation of digital public services used daily by millions of Ukrainians.
