Ukraine has opened an honorary consulate in Cluj-Napoca, Romania, expanding its diplomatic presence and strengthening cooperation with the Transylvania region, according to Ukraine’s Ministry of Foreign Affairs.

The consulate will be headed by Vasile Ruscovan, a Romanian citizen of Ukrainian origin who has been involved in humanitarian assistance, cultural initiatives and economic cooperation between the two countries.

The opening ceremony was attended by Ukraine’s Deputy Foreign Minister Oleksandr Mishchenko, Ukrainian Ambassador to Romania Ihor Prokopchuk, Cluj County Prefect Maria Forna, local officials, representatives of the Ukrainian community and volunteers.

Mishchenko described the new consulate as an important step in strengthening the strategic partnership between Ukraine and Romania, particularly in the context of Ukraine’s European integration.

“Romania is not only a neighbour and strategic partner for Ukraine, but also an important ally on our European path,” he said.

The honorary consulate will focus on supporting Ukrainians living in the region, developing business partnerships and expanding cooperation in investment, digital technologies, education, science, culture and tourism.

During his visit, Mishchenko also met with Cluj-Napoca Mayor Emil Boc to discuss cooperation between Ukrainian and Romanian municipalities, including potential joint projects supporting Ukraine’s reconstruction.

The deputy minister highlighted Ruscovan’s previous contributions to humanitarian and volunteer initiatives, assistance to Ukrainian military personnel and support for Ukrainian cities affected by Russian attacks.

Mishchenko also participated in a conference organised with the support of Babeș-Bolyai University, titled “Cluj-Napoca — A New Bridge Between Ukraine and Romania: Diplomacy, Cooperation, Security, Economy and the European Perspective.”

Discussions addressed security challenges in the Black Sea region, cross-border cooperation and opportunities to deepen economic ties between Ukraine and Romania.
