The Ministry of Defense of Ukraine has developed an order for the creation and maintenance of a List of Unscrupulous Foreign Suppliers of defense goods, works, and services. This step is aimed at increasing transparency and accountability in the procurement process for the Armed Forces of Ukraine.
Glib Kanyevsky, Director of the Procurement Policy Department at the Ministry of Defense, noted that the order was developed in response to the directive of Defense Minister Rustem Umerov.
"The new mechanism will allow us to effectively monitor and analyze information about foreign contractors who have failed to fulfill their contractual obligations concerning the needs of the Armed Forces of Ukraine," said Glib Kanyevsky.
According to him, the List is an informational database containing data about unscrupulous foreign contractors. This information will be available to international partners in the countries where these contractors are registered and operate.
A foreign contractor is deemed unscrupulous if there is a court or arbitration ruling that has become legally binding and has not been voluntarily executed. Removal from the List is possible if the contractor complies with the court or arbitration decision.
The maintenance of the List and its use in state contracts are the responsibility of the Procurement Policy Department of the Ministry of Defense of Ukraine.
