The Ukrainian government is stepping up efforts to combat the shadow economy in cooperation with law enforcement agencies, tax authorities and customs services. Further measures have been agreed within the Interagency Working Group, with the relevant authorities receiving instructions to implement them, Prime Minister Serhii Koretskyi announced.

In particular, the measures include changes to customs clearance procedures for humanitarian aid aimed at preventing abuse.

"Humanitarian aid must reach those who need it quickly, rather than serve as a cover for illegal imports," the Prime Minister emphasised.

An updated, clearly justified list of goods subject to the new requirements will be established in the near future.

Another priority is strengthening cooperation between the tax authorities, customs service and Bureau of Economic Security in monitoring high-risk taxpayers.

Particular attention will be paid to tax evasion schemes involving the artificial fragmentation of businesses. Large retail chains split their turnover among dozens or even hundreds of individual entrepreneurs (FOPs), thereby avoiding value-added tax (VAT).

"This problem must be addressed by the law enforcement system," Serhii Koretskyi said.

The measures aim to secure essential budget revenues and ensure fair and equal conditions for businesses that operate legally and support Ukraine's economy during the war.
