Ukrainian intelligence has identified critical vulnerabilities within Russia’s military-industrial complex, according to an assessment presented by Kyrylo Budanov, head of the Main Directorate of Intelligence. His briefing outlined both the internal decay of Russia’s defense capabilities and new evidence suggesting Moscow is planning further military operations on European territory.

President Volodymyr Zelensky, commenting on the intelligence report, said Ukraine will continue targeting the “pressure points” of Russia.

“These strikes serve to defend our people and significantly reduce Russia’s ability to wage war,” he noted.

Budanov’s analysis also points to what Ukrainian officials describe as a continuing intellectual decline in Russia’s leadership, alongside growing economic instability exacerbated by Western sanctions.

“We are registering tangible losses in the Russian economy — a clear indication that sanctions are working,” Zelensky said.

He added that Ukraine remains committed to a strategy of pressuring Russia into ending the war through enhanced economic and political isolation.

Ukraine plans to share its intelligence findings with key international partners, including the United Kingdom and the European Union, to coordinate joint security responses.

“We are working on joint decisions with our allies to strengthen our collective defense,” Zelensky said. “And we are grateful to everyone in the world who continues to stand with Ukraine in defense of human life.”
