JSC Ukrnafta, in cooperation with the European Bank for Reconstruction and Development (EBRD), has launched the process of constructing a modern gas-fired cogeneration power plant to support Ukraine’s Unified Energy System (UES).
“The new thermal power plant will use combined-cycle gas and steam turbine technology with a gross electrical capacity of approximately 250 MW,” Ukrnafta said on Tuesday.
The project will ensure a reliable supply of electricity and centralized heating for the local community where the facility will be located, as well as provide additional capacity to Ukraine’s Unified Energy System both in base-load operation and in the provision of ancillary grid services.
“Currently, in close cooperation with the EBRD, Ukrnafta is conducting the second round of market consultations with potential manufacturers and suppliers of the required equipment,” the company said.
All procurement procedures related to the construction of the new power plant comply with the EBRD’s procurement policies and rules.
“We invite reliable partners to cooperate in strengthening Ukraine’s energy resilience,” Ukrnafta said.
As previously reported, during the Ukraine Recovery Conference (URC 2026) in Gdańsk, Poland, in June, Ukrnafta also signed a €44.6 million grant agreement with the EBRD for the construction of 62 MW of distributed generation capacity.
JSC Ukrnafta is Ukraine’s largest oil-producing company, operating a full cycle of activities in the hydrocarbons sector, including exploration, oil and gas production, oilfield services, and the management of Ukraine’s largest network of filling stations under the UKRNAFTA brand.
The company’s assets include more than 1,106 oil wells and 131 gas wells.
The shareholders of JSC Ukrnafta are NJSC Naftogaz of Ukraine and the Ministry of Defence of Ukraine. Since 2022, the company has been under state management and has been implementing a large-scale business transformation program. In 2025, Ukrnafta became the leader of Ukraine’s extractive industry, recording a turnover of UAH 99.6 billion, according to the Opendatabot ranking of leading companies.
The UKRNAFTA filling station network is the largest in Ukraine, with nearly 700 stations, and ranks among the country’s top three fuel retailers by sales volume. The UKRNAFTA brand has consolidated networks that previously operated under the Glusco, Shell, and U.Go brands.
