Representative of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Vadim Skibitsky, commented on the mobilization campaign within the aggressor state of Russia in an interview with Ukrainska Pravda.

The mobilization process in Russia has not stopped and has been ongoing for over a year.
During the first period of the so-called large-scale mobilization, which began in October 2022, Russians mobilized more than 300,000 military personnel.
Every day, Russia covertly carries out mobilization to replace losses suffered by the Russian armed forces on our territory, and secondly, to form new units and formations.
Currently, another autumn draft has begun in Russia. The goal that Russia has set for itself now is to transfer all those mobilized into the ranks of the Russian armed forces to a contract basis. This process is taking place using various methods, including threats.
However, in reality, the number of Russian armed forces has not significantly increased during this time.
The aggressor state, Russia, is prepared for the process of a large mobilization wave: all lists are updated, everything is transferred to electronic records, and the requirements of legislation have been significantly strengthened. The provisions of Russia's criminal code regarding punishment for evasion of military service and desertion have been enhanced.
The so-called presidential elections in Russia, scheduled for next spring, also affect the lack of a declaration of mass mobilization because mobilization is a complex process that influences the socio-political situation in Russia.
At the same time, mass mobilization is a significant blow to Russia's economy, as it calls for the most able-bodied population, which needs to work, produce, and support industrial activity. Perhaps Russia is considering all of these factors.
As of now, we do not see the accumulation of powerful strike groups that would indicate a mass mobilization of personnel in Russia.
