The Cabinet of Ministers plans to attract 400 billion hryvnias to fund the security and defense sector, and this proposal will be submitted to the Verkhovna Rada for consideration.

This was announced by Ukrainian Prime Minister Yuliia Svyrydenko during a national telethon broadcast.

“This year, the government plans to secure $39 billion in external financing — and that's just for 2025. Naturally, we’re also working with partners to obtain additional funding and ensure confidence going into 2026,” Svyrydenko said.

According to her, the government will fully meet all its social obligations to Ukrainians.

“As a government, as a state, we will fulfill all our social commitments in full. All payments scheduled for August will be made on time,” she emphasized.

Svyrydenko noted that the government plans to amend the state budget to allocate an additional 400 billion hryvnias for the security and defense sector.

“We also expect the Verkhovna Rada to consider changes to the state budget. We’re planning to add 400 billion hryvnias to fund the security and defense sector,” she said.

Meanwhile, President Volodymyr Zelenskyy stated during his evening address that Svyrydenko had briefed him on draft decisions.

“In particular, there are budget amendments aimed at guaranteeing all necessary payments to our soldiers and to the families of fallen defenders. There were certain technical details that require legislative action. I expect lawmakers to support this,” Zelenskyy said.
