The creation of a Special Tribunal would complement the role of the ISS.


Lithuania, Latvia, and Estonia call on the EU and international communities to help Ukraine create a Special Tribunal for Russia.

This is stated in the statement of the Ministers of Foreign Affairs of the Baltic States.

The foreign ministers of Lithuania, Latvia and Estonia stressed that the international order will be violated if Russia does not answer for its crimes against Ukraine, in particular: genocide, war crimes, crimes against humanity, and aggression.

The shelling of civilian homes, playgrounds, and civilian infrastructure prove that Russia hopes to destroy Ukraine with impunity.

"So far, there is no international court or tribunal that could hold Russia's top political and military leaders accountable for committing the crime of aggression against Ukraine. To fill this jurisdictional loophole, it is necessary to create a Special Tribunal to punish the crime of aggression against Ukraine. The EU and our partners must be at the center of these efforts. The creation of a special tribunal would complement the role of the ISS. While the ISS will prosecute individuals for war crimes, genocide and crimes against humanity, the main responsibility of the Special Tribunal will be the crime of aggression," the message says.

The Baltic countries note that those who instigated war, mediators, and inspirers of aggression should be punished.
