PURL has become one of the key mechanisms for meeting Ukraine’s critical needs for U.S.-made weapons and defense equipment.
Over the past year, 29 countries have joined the initiative — 26 NATO member states and three partner countries. Total contributions have reached $6.7 billion, allowing the funding of more than ten weapons packages for Ukraine’s Defense Forces.
One of the most important achievements of PURL has been securing Patriot system interceptors for Ukraine. These missiles are critically needed to protect cities, civilians, and critical infrastructure from Russian ballistic attacks.
Today, around 95% of Patriot interceptors, including PAC-3 missiles, are supplied to Ukraine through the PURL mechanism.
PURL (Prioritized Ukraine Requirements List) is a U.S.-NATO initiative that allows NATO member states and partners to finance the delivery of critically needed U.S.-made weapons and equipment to Ukraine.
Launched in July 2025, the mechanism operates based on a priority list of needs identified by Ukraine and coordinated with the United States and NATO. It focuses on weapons that are essential for the battlefield and cannot always be quickly replaced by European alternatives.
Partner contributions under PURL
In 2025–2026, the largest contributions to PURL were made by:
- Norway — $1.36 billion;
- the Netherlands — $1.163 billion;
- Germany — $900 million;
- Canada — $834 million;
- Sweden — $546 million.
Total contributions under the initiative have reached $6.7 billion.
Ukraine identifies the critical needs of its Defense Forces, including air defense systems, interceptor missiles, artillery ammunition, and other strategic components.
Ukraine, the United States, and NATO then coordinate U.S. weapons packages worth approximately $500 million each.
NATO member states and partners provide financial contributions to these joint packages. The United States uses the funds to supply Ukraine with the required weapons, equipment, and ammunition.
PURL allows critical battlefield needs to be addressed more quickly and ensures that partner resources are directed precisely toward Ukraine’s most urgent requirements. The mechanism also simplifies administrative coordination. Partner contributions are combined around agreed priorities, reducing duplication and increasing the effectiveness of assistance.
Air defense remains one of Ukraine’s main priorities. Russia is increasing ballistic missile attacks against Ukrainian cities and critical infrastructure, and Ukraine requires Patriot interceptors to counter this threat. PURL has become the main channel for providing these interceptors. Around 95% of Patriot missiles received by Ukraine are supplied through the mechanism, with European countries financing the purchase of U.S.-made defense equipment.
To ensure a stable supply of critically important weapons, regular contributions from partners must be maintained. This will allow Ukraine to systematically meet the needs of its Defense Forces, particularly for air defense missiles, artillery ammunition, and other capabilities that directly influence the battlefield situation.
