Former participants in Russia’s military aggression against Ukraine who have returned from the front will be sent to border areas of the Leningrad region to work with the FSB and emergency services, according to the region’s governor, Alexander Drozdenko, as reported by Postimees.

This concerns the Kingisepp district, which borders Estonia’s Ida-Viru County. According to Drozdenko, the so-called veterans will assist employees of the Ministry of Emergency Situations (EMERCOM) and border guards.

The governor of Russia’s Leningrad region, Alexander Drozdenko, speaks with residents of the region who were mobilized for the war against Ukraine, September 2022. In June 2025, the same official spoke about involving surviving war criminals in guarding the borders with Estonia and Finland.

At the same time, local media report that individuals who took part in Russia’s war against Ukraine regularly commit violent crimes in the region, including murders. Despite this, the authorities of the Leningrad region have decided to involve such individuals in sensitive areas, including state border security.

Drozdenko emphasized that cooperation with the former soldiers will be systematic. He described their participation in border protection and rescue operations as part of integrating returning fighters into civilian life.
