During the Russian aggression, "departments" from recruitment and social support centers (former military commissars) are trying to establish an illegal business of selling "tickets abroad" for conscript Ukrainians. The SBU continues to systematically expose and destroy these schemes, and prosecute representatives of centers and law enforcement officers who help avoid mobilization for money.

In Odessa, the officials of the State Bureau of Investigation discovered "dealers" who organised a scheme for issuing forged medical commission conclusions about alleged unfitness for military service due to health. Such a document made it possible for men of draft age to cross the state border of Ukraine without hindrance.

The organisers involved specialists from the procurement and social support center of one of Odessa's districts for the equipment. Accomplices carried out fake examinations of "clients" and produced conclusions of the VLK, as well as, if necessary, doctors of civil practice.

It has been preliminarily established that at least 50 people passed through the procedure of the criminals, all of whose data have now been established.

The investigators  estimated the cost of the work at $7,000, which the customer had to pay in advance in cryptocurrency. After receiving the payment, an "examination" was carried out in a short period of time and knowingly forged documents were drawn up. The "package of services" also included the organisation of unhindered border crossing to EU countries.

Currently, two persons have been detained - a mediator and a doctor, in respect of whom the issue of notification of suspicion under Part 2 of Art. 332 (illegal transportation of persons across the State border of Ukraine), Part 3 of Art. 368 (acceptance of an offer, promise or receipt of an unlawful benefit by an official), Part 1 of Art. 366 (official forgery) of the Criminal Code of Ukraine.

Other persons involved in the illegal mechanism are being identified from among the employees of the district recruitment and social support center, doctors of the center and border guards.

Searches were conducted at the place of residence of the defendants, during which documents and means of communication confirming the facts of illegal activity were seized.

Procedural management is carried out by the Prosecutor General's Office.

It is worth reminding that in July, 2022, the SBI discovered three residents of the Odessa region, who were transporting men of draft age across the state border of Ukraine for money. An illegal business was organised by a citizen of the Russian Federation.
