SSU detains foreigner tasked by FSB to guide Russian strikes on Khmelnytskyi nuclear plant

Counterintelligence of the Security Service of Ukraine (SSU) has detained an FSB agent who was coordinating Russian forces’ missile and drone strikes in Zhytomyr and Khmelnytskyi regions.

The agent’s main task was to take and transmit up-to-date photos of power generation and heat supply facilities in both regions to Russian forces. This would have allowed them to assess the technical condition, level of protection, and location of unique equipment at these sites.

According to the case materials, the detained agent is a citizen of a Middle Eastern country who resides in Zviahel, Zhytomyr region.

He came under the attention of Russian intelligence while searching for “easy earnings” on Telegram channels.

It was documented that after being recruited, the foreign national drove along the route in his own car, stopping near a substation, a combined heat and power plant, and energy facilities near the Khmelnytskyi Nuclear Power Plant.

 

 

While near potential “targets,” the agent photographed their perimeters, including security posts.

In addition, during reconnaissance missions, he also recorded the locations of Defense Forces checkpoints at the entrances to settlements.

SSU officers exposed the agent at the early stage of his work for Russian forces and detained him “in the act” while photographing one of Ukraine’s electrical substations.

During searches, authorities seized his smartphone containing evidence of his work for Russian forces.

Based on the collected evidence, SSU investigators have charged him under two articles of the Criminal Code of Ukraine:

  • Part 1 of Article 14 and Part 2 of Article 113 (preparation for committing sabotage under martial law);
  • Part 2 of Article 114-2 (unauthorized dissemination of information about the location of the Armed Forces of Ukraine or other military formations established under Ukrainian law, committed under martial law).

The suspect is in custody and faces life imprisonment with confiscation of property
