SSU identifies 10 Russian drone operators accused of targeting civilians in Kherson

Ukraine’s counterintelligence service has gathered evidence against 10 Russian forces personnel who deliberately use strike drones against civilians in Kherson.

According to the investigation, the group is linked to operators of unmanned systems from the 404th Motor Rifle Regiment of the territorial defense within the Dnipro group of Russian forces.

The individuals named are:

  • Tsolak Grigoryan, callsign “Boroda”
  • Mykyta Hubar, callsign “Drovosek”
  • Mykola Denysenko, callsign “Gami”
  • Volodymyr Klimov, callsign “Klim”
  • Viacheslav Korneenkov, callsign “Skif”
  • Viktor Nizhnikov, callsign “Flyaga”
  • Ruslan Nugaev, callsign “Dok”
  • Volodymyr Orlov, callsign “Yakut”
  • Ivan Prusachenko, callsign “Prus”
  • Oleh Pukhliakov, callsign “Pulya”

According to case materials, the suspects deliberately track civilians moving through the streets of the city and launch UAVs at them equipped with shaped-charge and high-explosive fragmentation munitions.

Documented incidents include attacks on civilian transport and residential areas in Kherson, dropping explosives on ambulances at a city hospital site, as well as a “double-tap” strike on emergency responders from the State Emergency Service (DSNS) who were responding to the aftermath of previous Russian artillery shelling.

As a result of these Russian forces’ attacks, victims suffered multiple shrapnel wounds, burns, concussions, and other injuries of varying severity. Significant damage was also caused to civilian infrastructure.

Based on the collected evidence, investigators from the Security Service of Ukraine have issued in absentia notices of suspicion to the suspects under Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes).

Comprehensive measures are ongoing to hold Russian forces personnel accountable for the killings of civilians in Ukraine. The investigation was conducted by the Security Service of Ukraine in Kherson region together with the main operational-investigative unit of the 79th Border Detachment of the State Border Guard Service, under the procedural guidance of the regional prosecutor’s office.
