On February 12, the Swiss Federal Council approved the Cooperation Programme with Ukraine for 2025–2028 in Bern. This will mark the first phase of a long-term 12-year commitment to supporting Ukraine in reconstruction, reforms, and sustainable development. Under this programmeSwitzerland Ukraine aid, Swiss funding Ukraine, Ukraine reconstruction, Swiss cooperation program, SMEs support, war recovery, humanitarian demining, Ukraine reforms, 1.5 billion Swiss francs will be allocated for economic recovery, civilian protection, and institutional strengthening.
"The Swiss government announced its readiness for long-term support for Ukraine back in April 2024, committing 5 billion francs over the next 12 years. The approved Support Programme for 2025–2028 is just the first phase of implementing intergovernmental agreements. From 2029 to 2036, Switzerland plans to allocate an additional 3.5 billion francs for Ukraine," noted First Deputy Prime Minister – Minister of Economy of Ukraine Yuliia Svyrydenko.
The Switzerland–Ukraine Cooperation Programme for 2025–2028 focuses on three key areas:
- Economic recovery, including support for small and medium-sized enterprises (SMEs), agricultural development, and infrastructure reconstruction, particularly in war-affected regions.
- Modernization of public services, such as healthcare and education, public transport development, energy supply, and water management.
- Civilian protection, which involves humanitarian demining, documentation of war crimes, assistance in locating missing persons, and strengthening human rights mechanisms.
To ensure the successful implementation of the programme, Switzerland will cooperate with Ukrainian state authorities, the private sector, academic institutions, and civil society organizations. One-third of the programme’s budget—approximately 500 million francs—will be allocated to Ukraine’s reconstruction in collaboration with Swiss companies.
During the World Economic Forum in Davos, Ukraine and Switzerland signed a memorandum regarding the first 50 million francs that Switzerland will provide to its companies to support projects in Ukraine. The application process for businesses is currently open, with selected projects set to begin in July 2025.
