On August 25, 2023, a meeting took place at the administration of the Russian dictator to discuss the next phase of the information warfare in Ukrainian and global media spaces.
The event was attended by the first deputy head of Putin's administration, Sergey Kiriyenko, Kremlin "technologists," and representatives of media resources involved in conducting operations in the information sphere.
The theme of the meeting was the approval of specific narratives aimed at discrediting Ukraine and influencing its partners worldwide.
It was determined that in the near future, the Russian disinformation system will focus on utilizing the following topics and narratives:

"Mass Mobilization":
- Allegedly, all Ukrainians, regardless of gender, age, or health status, will be subject to mobilization.
- Allegedly, even minors will be subjected to mobilization.

"Doubt in the Capability of Ukrainian Partners to Win":
- Imaginary "secret agreements" regarding "peace in exchange for territory."
- Fabricated political agreements, including materials about an alleged "secret arrangement" between the mayor of Kyiv, Vitaliy Klitschko, and representatives of the Republican Party of the United States for support in his future presidential elections in Ukraine.

"Ukrainian Counteroffensive Lacks Success":
- Allegedly, an increase in the number of burials of Ukrainian soldiers, citing burial sites in major cities.
- Allegedly, lack of success on the front despite significant losses, emphasizing the theme of the deaths of local Defenders in every region of Ukraine.
- Blaming imaginary "failures" to discredit Ukrainian military leaders and officials.

- Allegedly, the state is not combating corruption, with claims of budget embezzlement and lack of procurement.
- Allegedly, lack of punishments for corrupt individuals.

- "Development" of infrastructure, reconstruction of destroyed housing.
