The Ministry of Defense team has launched a new procurement system in accordance with NATO standards. It completely replaces the Soviet-era system where all governmental powers were centralized in the Ministry of Defense. Deputy Minister of Defense Dmytro Klimenkov shared this information during the broadcast of the TV telethon.

"Our goal is strategic planning. We minimize procurement based on the principle of 'here and now.' For example, the Ministry of Defense should procure winter uniforms in the summer and summer uniforms in the winter. Such planning will improve both quality and cost accordingly," said Dmytro Klimenkov.

At the first level of the new system, the Procurement Policy Department operates.

"They will be responsible only for forming procurement policies, coordinating the financial activities of agencies, and developing regulatory acts in the procurement sphere," noted Dmytro Klimenkov.

At the second level, a new deputy has been appointed in the Ministry – Vitaliy Polovenko. He will handle communication with the rear of the Armed Forces, receive proposals, adjust lists of goods for procurement, oversee quality control, determine priorities, and estimate approximate costs.

Direct procurement of rear property will be managed by a separate state enterprise, the "Defense Procurement Agency" (SE "State Operator of the Rear").

"That is, they will procure food, clothing, body armor, helmets, fuel, and lubricants," continued the Deputy Minister of Defense.

Same, the procurement of weapons is structured, managed by the "Defense Procurement Agency." It has already started contracting for all defense agreements.

"The first result is a halving of the time it takes to review commercial proposals. This is crucial during a war. In addition, the agency contracts directly with our international partners. Already, 97.9% of the budget for 2023 has been used in this direction. These two agencies work according to modern corporate standards," added Dmytro Klimenkov.
