Ukraine will launch its first state infrastructure for artificial intelligence development called AI Factory.
This was announced by the Minister of Digital Transformation, Mykhailo Fedorov.
The project will serve as the technical foundation for government AI services created by the WINWIN AI Center of Excellence under the Ministry of Digital Transformation. Primarily, it will support the AI assistant in the Diia app, and in the future—an AI tutor in Mriya, as well as solutions for defense, science, and medicine.
According to Fedorov, Ukraine’s goal is to become one of the top three global leaders in AI development and implementation by 2030. A key factor for achieving this is having the infrastructure on which AI services will operate: computing clusters, data storage, and more.
Having its own AI infrastructure will enable faster processing of requests in state AI systems and ensure data remains within the country, which is critically important for national security.
What AI Factory includes:
- Technological base — modern GPU computing clusters, server rooms with water cooling, data storage, and other equipment for full AI operation.
- Software — environments for training and running models, interfaces for data preparation, tools for monitoring and automation.
- Data — integration with state registries, tools for cleaning, annotating, and transmitting data to ensure input quality.
- Team expertise — training programs for specialists who will develop and implement AI solutions in the public sector and for the Defense Forces.
