Prosecutor General Andriy Kostin held a meeting with the Ambassador of the Kingdom of Spain to Ukraine, Ricardo Lopez-Aranda Jagu and representatives of the National Police and the Civil Guard of the Kingdom of Spain.
Andriy Kostin noted that one of the latest methods of warfare used by the Russian Federation is attacks on critical civilian infrastructure to deprive people of basic things: water, electricity, and heating. Russia uses cold and darkness as method to intimidate the civilian population.
He emphasized the importance and timeliness of the visit of the Spanish expert mission.
"Now we have a great opportunity for cooperation and we hope for the fruitful work of the expert mission and assistance to Ukrainian prosecutors with 3D scanning of destructive objects of critical infrastructure, particularly in Kyiv and the Kyiv region," said the Prosecutor General.
Andriy Kostin expressed deep gratitude to Spain for consistent support in countering Russian military aggression and cooperation in investigating war crimes.
"We really appreciate that Spain has always been and is a reliable partner and friend for our country. Since the beginning of the full-scale invasion of the Russian armed forces in Ukraine, Spain has demonstrated its clear position, in particular, firm support for Ukraine's sovereignty and territorial integrity," the Prosecutor General stated.
Spain is among the countries that filed an appeal to the International Criminal Court in early March 2022 due to the Russian invasion of Ukraine. On September 30, 2022, Spain officially joined Ukraine's lawsuit against Russia, which is being considered by the UN International Court of Justice and concerns Russia's violations of the Convention on the Prevention and Punishment of the Crime of Genocide.
Also in March 2022, the Spanish prosecutor's office launched an investigation within the limits of universal jurisdiction both for the crime of aggression on the part of the Russian Federation and of severe violations of international humanitarian law. At present, the Spanish side ensures the receipt and collection of information and evidence.
