The Cabinet of Ministers of Ukraine has approved a decision to allocate grant funds totaling 21.83 billion hryvnias for the implementation of the Emergency Recovery Program through a special fund of the state budget. These funds were received under grant agreements between the Government of Ukraine and JICA - Japan International Cooperation Agency, signed on March 9 and April 13, 2023. The Government has also approved the Procedure for the use of funds provided under these grant agreements.

"Despite Russian aggression and extensive war-related destruction, in 2023, we managed to transition from a survival economy to recovery processes. First and foremost, this involves meeting the basic needs of our citizens and restoring critical infrastructure. In the spring, we signed two grant agreements with the Japan International Cooperation Agency, totaling over $500 million. These funds are directed towards urgent projects in the fields of transportation, humanitarian demining, strengthening the energy system, revitalizing agricultural sectors, healthcare, and education. According to the Government's decision, the State Agency for Recovery and Infrastructure Development will receive UAH 7.92 billion.

I want to express my gratitude to the Government of Japan for their systematic assistance to Ukraine. Such support is extremely valuable and allows us to efficiently and effectively implement projects for rapid and humanitarian recovery. On our part, we are coordinating and ensuring maximum transparency and accountability for the successful implementation of these agreements," stated Vice Prime Minister for the Restoration of Ukraine and Minister for the Development of Communities, Territories, and Infrastructure of Ukraine, Oleksandr Kubrakov.

The agreements stipulate that the grant funds will be used to improve and support the following areas:

  • Equipment for humanitarian demining
  • Transportation services
  • Energy services
  • Debris management
  • Water supply
  • Medical equipment
  • Equipment for educational services
  • Agricultural sector
  • Media sector
  • Municipal services at the local government level.

The Japan International Cooperation Agency (JICA) coordinates the official assistance of the Japanese Government to other countries. The agency resumed its operations in Ukraine at the beginning of 2023.
