Ukraine has developed a Roadmap for the Development of Aviation Capabilities that aligns with NATO standards.

As part of the activities of the Air Force Coalition, the Ministry of Defense of Ukraine, together with the Air Force Command of the Armed Forces of Ukraine, presented this document to the President of Ukraine, Supreme Commander-in-Chief Volodymyr Zelenskyy.

“The Roadmap is based on NATO’s Air Power Doctrine — a strategic document outlining the principles and methods of employing Allied air forces for security and deterrence. This doctrine is central to NATO’s defense strategy and serves as the foundation for preparing new member states and partners,” stated Ukraine’s Minister of Defense, Denys Shmyhal.

According to him, the goal of the Roadmap is to enhance Ukraine’s capabilities to:

  • employ air power in joint operations and NATO-related missions;
  • deliver effective strikes against the enemy during the ongoing aggression;
  • prevent enemy advancement and ensure future deterrence.

The Roadmap is structured according to the key functions defined in NATO’s Doctrine.

“This document will enable Ukraine’s Air Force to gain the capability to deter enemy aggression by employing air power in accordance with NATO standards,” emphasized Denys Shmyhal.
