On October 24, 2025, Ukraine participated for the first time in a high-level meeting of the European Artificial Intelligence Board. The country was represented by the AI team from the Ministry of Digital Transformation of Ukraine.
This marks an important step in Ukraine’s European integration and alignment with the standards of the AI Act.
Ukraine was granted observer status by the European Commission at its request during bilateral talks in March, allowing the country to take part in discussions and contribute to shaping a common AI policy in Europe.
During the meeting, Ukraine presented:
- Progress in implementing the AI White Paper and plans for adopting the AI Act in cooperation with EU4Digital;
- Development of the National AI Strategy until 2030, the launch of the AI assistant in the Diia app, an AI tool for European integration, and the creation of a large language model;
- The need for support in AI Sandbox initiatives and the development of regulatory institutions;
- The aspiration to join EuroHPC JU.
EU countries discussed the progress in building AI Factories, national adaptation of the AI Act, the need to simplify regulation, and prospects for applying the EU’s AI Strategy.
Ukraine’s participation in the AI Board is not only a recognition but also a strategic step toward shaping Europe’s digital future together.
