At the international exhibition AUSA 2025 in Washington, the Ministry of Economy, Environment, and Agriculture of Ukraine and Bell Textron Inc signed a Memorandum of Understanding on developing industrial cooperation in the field of aviation technologies.
The document lays the foundation for establishing production and service facilities in Ukraine, which will contribute to the development of high-tech mechanical engineering and strengthen the country’s industrial capacity.
The memorandum was signed by Vitalii Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine, and Jeffrey Schloesser, Executive Vice President for Strategic Pursuits at Bell, in the presence of Lisa Atherton, President and CEO of Bell Textron Inc — a leading American corporation specializing in helicopter production and aviation support systems.
Bell Textron Inc expressed its readiness to develop its own production base in Ukraine for the assembly, maintenance, and repair of helicopters. This initiative will not only create new jobs but also effectively revive Ukraine’s national helicopter industry.
As part of the agreements reached, the company will begin comprehensive preparations for localizing production, which will include:
– opening a Bell representative office in Ukraine;
– establishing a Final Assembly and Check-Out (FACO) center;
– exploring opportunities for a joint venture with Ukrainian partners;
– transferring technologies, equipment, and tools necessary to organize production;
– providing training and internships for Ukrainian engineers and technical specialists in the U.S., followed by work at the future facility in Ukraine.
The implementation of these steps will lay the groundwork for launching licensed helicopter production in Ukraine and developing new industrial capacity in the aviation sector.
“For Ukraine, this Memorandum is a step toward developing modern high-tech manufacturing, expanding industrial capabilities, and attracting investment into strategic industries. We aim for Ukraine to become part of global production chains and innovative partnerships,” said Vitalii Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
The signing took place as part of the participation of the Ukrainian government delegation in AUSA 2025, which brought together over 44,000 participants from 92 countries and more than 750 companies dedicated to the development of technology, innovation, and industrial cooperation.
