The New Maritime Security Strategy of Ukraine envisions the creation of an international platform "Safe Black Sea" involving Black Sea region states (excluding the Russian Federation), Mediterranean countries, the Global South, and other states facing economic and food security challenges due to Russia's obstruction of free navigation in the Azov-Black Sea basin.

According to the document published on the president's website on Wednesday evening, the Strategy also aims to conclude agreements with interested states to provide Ukraine with security guarantees, which will include mechanisms to ensure safety in the Azov-Black Sea basin.

The Strategy also includes "developing cooperation with international partners within the framework of the Maritime Security Capabilities Coalition, led by the United Kingdom and the Kingdom of Norway, to enhance and build the capabilities of the Naval Forces of the Armed Forces of Ukraine."

Additionally, the document foresees creating conditions for temporary international military (naval) presence on the territory of the Crimean Peninsula after its de-occupation.

The Strategy aims to build balanced Naval Forces with all types of troops (forces) capable of ensuring the guaranteed execution of tasks both during the repulsion of armed aggression from the sea and in peacetime, including providing air and missile defense cover for seaports and commercial shipping on maritime communications. It also includes increasing the capabilities of security and defense forces by equipping them with various classes of unmanned marine vehicles and various types of maritime UAVs.

The Strategy also anticipates attracting investments and modern technologies in the shipbuilding, ship repair, and shipbuilding sectors of Ukraine, including creating or participating in the creation of shipbuilding enterprises in Ukraine and other partner states.
