President Volodymyr Zelensky has signed Law No. 4921-IX "On State Regulation of Organic Production, Circulation and Labeling of Organic Products," updating the rules governing Ukraine's organic market in line with European Union standards.
According to the Ministry of Agrarian Policy and Food, the legislation marks an important step toward modernizing the country's organic sector and strengthening confidence in Ukrainian organic products on international markets.
"The adoption of this law is a significant step toward updating the rules for the organic market and increasing trust in Ukrainian organic products abroad. It also creates new opportunities for producing higher value-added goods while enabling small producers to compete in the organic sector on equal terms," said Minister of Agrarian Policy and Food Taras Vysotskyi.
The law aligns Ukraine's organic production, certification, and labeling rules with EU legislation. It introduces harmonized production standards, expands the range of products that can receive organic certification, and establishes group certification for eligible operators.
The legislation also reforms the state oversight system. Routine inspections of organic operators will now be carried out by authorized certification bodies, while the government will supervise their work through audits and regulatory oversight.
In addition, the law establishes new state registries, including a registry of organic livestock, and introduces transparent rules governing organic products throughout the supply chain, from production to retail sale.
The ministry said the new framework is expected to simplify Ukrainian producers' access to EU markets, reduce bureaucratic barriers to exports, and strengthen international confidence in Ukraine's organic products.
The legislation also creates opportunities to expand organic processing, organic aquaculture, and cooperation among small producers through group certification.
The law forms part of Ukraine's commitments under the EU-Ukraine Association Agreement and the country's accession negotiations, specifically Chapter 11 on Agriculture and Rural Development.
