The free trade agreement between the governments of Ukraine and Türkiye, which provides for duty exemptions or reduced tariff rates, entered into force on October 1, the State Customs Service of Ukraine reported on Telegram.

The Customs Service recalled that the agreement was signed in Kyiv on February 3, 2022, and ratified by a Ukrainian law adopted on July 14, 2026.

The agency noted that the tariff preferences provided for under the agreement will take effect at different times: for Ukrainian exports to Türkiye, from October 1, 2026, and for imports of Turkish-origin goods into Ukraine, from January 1, 2027.

“Accordingly, for exports of goods from Ukraine to Türkiye, tariff preference codes ‘429’ — abolition of export duties — and ‘430’ — export tariff quota — will apply from October 1, 2026. At the same time, for imports of goods originating in Türkiye, tariff preference codes ‘429’ — abolition or reduction of duties — and ‘430’ — import tariff quota — will apply from January 1, 2027,” the statement said.

The Customs Service stressed that proof of origin is required to obtain preferential treatment. This may be provided through an EUR.1 movement certificate or a declaration of origin.

Under the departmental customs classification system, the following document codes will be used as proof of preferential origin: “0954” for an EUR.1 movement certificate and “7012” for a declaration of origin issued by an authorised exporter in accordance with Article 22 of Appendix I to the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin.

For a declaration of origin issued by an exporter for any consignment consisting of one or more packages of products originating in a particular country with a total value not exceeding €6,000, code “7016” will be used.

As previously reported, after the Ukrainian parliament ratified the free trade agreement with Türkiye in July, then-Economy Minister Oleksii Sobolev said the agreement provides for full liberalisation for 84% of product groups from Ukraine and tariff quotas for another 6% of product groups, under which zero or reduced tariff rates will apply within the established quotas.
