According to a survey by the Ukrainian Arms Manufacturers Council, 94.4% of producers seek to open exports.

The Ukrainian Arms Manufacturers Council reported this following the Third International Defense Industries Forum (DFNC3) in Kyiv, Interfax reports.

Executive Director of the Council Ihor Fedirko noted that DFNC3 “became the point where Ukraine’s defense industry formalized a new export policy.”

“We are open to partnerships, joint production lines, and cooperation — and we are proving that Ukrainian manufacturers are capable of working according to the highest standards of safety, quality, and control,” he said.

The organizers of the International Defense Industries Forum emphasized that DFNC3 marked “the actual start of a new controlled stage of Ukrainian arms exports.”

The event gathered over 1,500 participants from 20 countries — representatives of 850 Ukrainian and foreign companies, government institutions, diplomatic missions, and defense agencies. The forum was organized by the Ministry of Defense, the Office of the President, and the Ministry of Foreign Affairs together with the Ukrainian Arms Manufacturers Council.

Minister of Defense of Ukraine Denys Shmyhal stressed that “over these years, Ukraine has proven it can withstand the blow and strike back. But we clearly understand — strength lies in partnership.”

As explained by the Arms Manufacturers Council, exports make it possible to maintain production pace, reduce the cost of serial manufacturing, and supply even more weapons to the Armed Forces of Ukraine. It is emphasized that “no unit of equipment leaves the country without full control — with a mandatory end-user certificate, a re-export ban, and the right to inspection.”
