The energy deficit will persist in Ukraine until 2026. This forecast is outlined in the updated memorandum signed by Ukraine with the International Monetary Fund (IMF).

"The average energy deficit in 2024 is expected to be around 10 percent, gradually decreasing throughout 2025 and into early 2026," the document states.

The anticipated reduction in the deficit is linked to repairs of thermal power plants, which are planned to be financed through the already announced tariff hikes.

"The increase in tariffs for the population by an average of 60 percent from June 1 is also intended to stimulate changes in consumption patterns and provide additional income to energy companies," the memorandum continues.

Considering all these "changes in consumption patterns," this will result in forced economizing for many Ukrainians, with the tariff increases hitting hardest.
