Today, the European Union Council approved a decision to allocate another tranche for Ukraine under the Ukraine Facility initiative, totaling approximately €3.5 billion. The European Commission had previously agreed to allocate the funds based on a positive evaluation of Ukraine's implementation of the steps outlined in the Ukraine Plan for the fourth quarter of 2024.
Ukraine has met all 13 indicators specified in the Ukraine Plan for the fourth quarter. The implemented changes were aimed at harmonizing Ukrainian legislation with European standards, enhancing economic resilience, digital transformation, energy independence, and social protection.
"For the first time, Ukraine has fully and timely fulfilled all commitments to international partners at the end of the year within a specific cooperation programme, without any changes or adjustments. This is the result of the joint and coordinated work of government officials, parliamentarians, European partners, and all stakeholders involved in the implementation of the Ukraine Facility programme. The high assessment from the European Commission and the allocation of another €3.5 billion confirm that we are moving in the right direction. This year, the pace will be even more intense because 2025 includes the largest number of indicators and steps Ukraine must fulfill. If we manage to meet this challenge, we will receive a total of €12.5 billion by the end of 2025," said Ukraine's First Vice Prime Minister and Minister of Economy, Yulia Svyrydenko.
The Ministry of Economy, which serves as the National Coordinator of the Ukraine Plan under the Ukraine Facility instrument, continues to monitor its implementation and submit quarterly reports to the European Commission.
The EU Council's decision is the final step in the approval process before the funds are transferred to the state budget. The disbursement of the €3.5 billion is expected to take place at the end of March 2025.

The Ukraine Facility is an unprecedented financial support programme from the EU for Ukraine, amounting to €50 billion, aimed at ensuring macroeconomic stability, rebuilding, and modernizing the country between 2024 and 2027. Last year, the Ukraine Facility programme provided €16.2 billion to Ukraine’s state budget, the largest financial support from Western partners, accounting for 40% of the country’s external financing in 2024. Receiving these funds was made possible by fulfilling the actions outlined in the Ukraine Plan under the programme.
