The Ukrainian Defence Intelligence and the Center for Counteracting Disinformation of the National Security and Defense Council launched a new section titled "Kremlin Mouthpieces" on the War & Sanctions portal, listing Russian propagandists and media managers.
Weaponizing information is part of Russia’s military doctrine. Today, the Kremlin is waging war not only with rockets, tanks, and artillery, but its information warfare knows no clear frontline and spreads across the globe.
By investing significant resources, the Russian government aims to destabilize Ukraine and the world, influence political processes, and shape public opinion in different regions of the world for its expansionist interests. In just the first year of the war, Russia Today in Arabic increased its audience by 10 million users. For 2025, Russia has allocated $1.42 billion for propaganda funding, with an additional half-billion dollars spent annually on propaganda by non-state entities.
Russian propaganda supports violence, glorifies Russian armed forces, justifies aggression and war crimes, uses dehumanization and hatred towards Ukraine to fuel the war, and challenges Ukraine’s ability to continue fighting.
It has faces that the world should recognize—so they can be blocked, sanctioned, banned from entry, have their bank accounts closed, and any cooperation with them stopped.
To this end, the HUR and the CPD have published the first list of 55 individuals, which includes:
- Valery Gergiev – a Russian conductor and personal friend of Putin, who supports the annexation of Crimea and the war against Ukraine.
- Vladimir Tabak – organizer of Putin’s support campaigns and responsible for Russian Ministry of Defense PR and creating fake news about Ukraine.
- Kristina Potupchik – head of a key contractor for the Russian presidential administration spreading "viral" network propaganda on social media.
- Semen Pegov – a Russian "war correspondent" and GRU agent, playing a key role in Russian attempts to destabilize Odesa.
- Alexander Dugin – the main ideologist of the "Russian world" with ties to far-right politicians in the US and the EU.
- Mikhail Galustyan – a Russian comedian and ally of Ramzan Kadyrov, who directly supported the construction of a training ground for volunteers to participate in the war against Ukraine.
- Alexander Marshal – a Russian singer and member of Putin's team, supporting military initiatives and entertaining Russian soldiers.
This list will be expanded with more "mouthpieces" to ensure none escape attention.
