Vacant positions in the state structures of the executive branch and in the judicial apparatus will be reduced.

This decision was announced by Lyudmyla Rozhkova, the Director of the Department of Budget Expenditures of Government Bodies at the Ministry of Finance, during a meeting of the Working Group on Ensuring Proper Financing of the Judicial Authority in Ukraine.

"This is a government decision. There is an instruction to reduce the staff in state bodies of the executive branch, but the judicial authority will also need to review its staffing. If specific vacant positions in the courts have not been filled for several years, then they are not needed," said Lyudmyla Rozhkova.

A representative of the Ministry of Finance also stated that the draft state budget for 2024 provides financial support only for the actual number of employees in state institutions.

"Financial support will be provided only for the actual number of staff in the judicial apparatus. Only those who are actually working need to be funded," she added.

It is also envisaged that in 2024, only 10% of the current vacancies may be filled.

Specific data regarding vacancies in the civil service and in the courts were not provided by the Ministry of Finance.

At the same time, Deputy Chairman of the Finance Committee of the Verkhovna Rada, Yaroslav Zheleznyak, has already announced that for 2024, the maximum number of employees in executive bodies is limited from 4,000 to 1,400. He made this statement in the context of the adoption of the budget project for 2024.
