The Security Service of Ukraine and the National Police have prevented a high-profile terrorist attack in Kyiv. As a result of preemptive actions, two FSB agents were detained who were preparing to blow up one of the administrative buildings in the city center.
According to the investigation, the suspects planted a homemade incendiary device intended to cause a fire and detonate a generator unit near the administrative building.
They planned to activate the device remotely while traveling toward Belarus, through which they intended to flee to Russia.
It was established that after planting the explosives, the agents boarded a passenger train heading toward the Chernihiv region. From there, they planned to illegally cross the border via a river using an inflatable boat.
Law enforcement officers uncovered the plot in advance, documented their crimes, and detained them on the train.
According to case materials, the terrorist attack was prepared by FSB-recruited residents of Kyiv. One of them is a mobilized serviceman who had deserted his military unit, while the other is a Kyiv-based marketing specialist.
Both individuals came to the attention of Russian intelligence services through Telegram channels where they posted comments supporting the Kremlin regime.


If they had completed the assigned mission, Russian operatives had promised to “evacuate” them to Russia with subsequent employment in the FSB.
For the attack, the agents received instructions from Russia on how to build a homemade incendiary device, which they placed under a generator in Kyiv’s Shevchenkivskyi district.
The plan foresaw that the destruction of the equipment would cause a large fire that could spread to a nearby administrative building.
Opposite the planned target, the agents also installed a concealed phone camera with remote access for the FSB. To destroy evidence, they equipped it with a second explosive device intended to detonate after the generator explosion.
During searches, investigators seized smartphones containing evidence of collaboration with the Russian forces, as well as an inflatable boat intended for illegal border crossing.
It was also established that before attempting this attack, they carried out several “test” tasks assigned by the Russian forces. In particular, they hid a weapons cache with firearms and ammunition in a forest belt near Kyiv and sent the geolocation of the cache to the FSB for future subversive use. The serviceman agent also leaked data about military facilities, including a training ground, deployed weapons, and the number of personnel stationed there.
The Security Service took measures to secure Defense Forces locations that were of interest to the Russian forces and had been targeted by the agents.
The possibility of additional charges for high treason committed under martial law is being considered. The suspects are currently in custody. They face life imprisonment with confiscation of property.
