Ukraine and Germany sign declaration to support labor market reforms via JobConnect programme

On December 15, the Ministry of Economy of Ukraine and the German Federal Ministry for Economic Cooperation and Development (BMZ) signed a Declaration of Intent to support labor market reforms through the newly established JobConnect programme, promoting Ukraine’s socio-economic development and its path toward European integration.

The declaration outlines a shared vision for labor market reforms in connection with social policy, strengthening institutional capacity, and effective use of public resources, while remaining open to engaging additional partners.

“JobConnect provides practical tools: for people—to find jobs; for businesses—to find the workers they need. We focus on results: higher-quality employment services, modern approaches to job matching and training, and solutions that help people re-enter the labor market and enhance their competitiveness. Partnership with the German Government allows us to scale these tools and ensure clear coordination among key stakeholders,” said Ukraine’s Minister of Economy, Environment, and Agriculture, Oleksiy Sobolev.

 

Signing the Declaration of Intent is part of a broader agenda for labor market reforms in Ukraine and developing cooperation with international partners to implement modern employment solutions.

JobConnect is a newly launched project funded by the German Government and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project aims to support Ukraine’s socio-economic development and European integration. Starting in 2026, the German Government will contribute €10 million to implement the JobConnect programme, which focuses on supporting labor market reforms linked to social policy, strengthening institutional capacity, and increasing the efficiency of public resource use.
