On October 27, 2025, Ukraine’s Minister of Economy, Environment, and Agriculture, Oleksiy Sobolev, met with a delegation from the United Nations Industrial Development Organization (UNIDO) led by Deputy Director General Yuko Yasunaga.
The parties discussed the outcomes of the Ukrainian delegation’s visit to Tokyo, as well as next steps for cooperation with the new Japanese government and international partners, focusing primarily on industrial recovery.
“Industrial development is one of the government’s main priorities and a key element of the ‘Made in Ukraine’ policy. UNIDO is our largest partner among all UN agencies in industrial recovery, notably thanks to Japan’s significant contribution,” said Oleksiy Sobolev.
Ukraine has already launched the Green Industrial Recovery Initiative with support from Japan’s Ministry of Economy, Trade, and Industry (METI), which provided $188 million in funding. Overall, 13 projects with a total budget of $210 million are being implemented in partnership with UNIDO, aimed at developing green industry, creating jobs, and investing in sustainable development.
Key areas of further cooperation include:
Industrial Ramstein. Discussions are underway to create a trilateral format with Japan and UNIDO to provide Ukrainian enterprises affected by hostilities with the necessary equipment and technologies.
New industrial strategy. The Ministry of Economy, together with UNIDO and the World Bank, is developing an industrial development “roadmap” that will define future funding priorities.
Investments from Gulf countries. A major conference is being prepared in Saudi Arabia where Ukraine will present concrete investment projects for Middle Eastern partners.
Additionally, the parties agreed to accelerate the opening of a UNIDO Program Office in Kyiv, which will serve as a platform for coordinating joint projects and speeding up their implementation.
