Ukraine is launching a joint AI initiative with NVIDIA, the global leader in computing infrastructure for artificial intelligence, aiming to build a sovereign AI ecosystem with national infrastructure and a strong talent base. The collaboration will enable the country to deploy advanced and secure AI services for both government and defense sectors.
“Building a sovereign AI is a matter of national security and data protection, especially in wartime. Partnering with NVIDIA gives us access to world-class infrastructure and expertise, allowing us to create a resilient AI ecosystem and position Ukraine as a truly agentic state,” said Mykhailo Fedorov, First Vice Prime Minister and Minister of Digital Transformation of Ukraine.
Key areas of the initiative include:
- Development of national AI infrastructure using NVIDIA’s platforms
- AI talent development and education
- Joint research and development projects
- Support for the startup ecosystem
The first collaborative project will focus on Diia AI LLM, a sovereign language model tailored to Ukrainian legislation, public services, and citizens’ needs. All AI services in the Diia ecosystem will run on this model, including the AI assistant already presented on the portal, the upcoming mobile assistant, and internal government solutions.
Through this project, Ukraine will gain:
- Access to NVIDIA’s specialized software stack for AI development, from infrastructure to software
- Technical expertise to accelerate model training and reduce costs
- Consultation and support from NVIDIA’s experts through structured workshops and architecture review sessions
This initiative builds on the Ministry of Digital Transformation’s AI Factory project, a sovereign AI development hub powered by NVIDIA accelerated computing. It is part of Ukraine’s 2030 Digital Development and Innovation Strategy, which aims to position the country among the world’s top three leaders in artificial intelligence.
