Ukraine plans to build 16 international automobile checkpoints (IACPs) on the border with the EU by 2030, according to the Operational Plan of the Border Infrastructure Development Strategy with the EU and the Republic of Moldova until 2030 on the Cabinet of Ministers' website. The plan includes the construction of the "Varyazh" checkpoint in Lviv Region. The required funds, 35 million UAH, will be allocated in 2026 from state or local budgets.
Funding for the construction of the "Zabryd" checkpoint in Zakarpattia Region will also begin in 2026. Of the required 456.8 million UAH, 24 million UAH will be allocated. In 2027, 280 million UAH is planned for financing, and in 2028, 152.8 million UAH will be allocated from state or local budgets.
The construction of the "Palad-Комарівці" checkpoint in Zakarpattia Region will begin in 2027. Of the required 485.6 million UAH for building the checkpoint and its service area, 8 million UAH will be allocated. In 2028, 320 million UAH will be allocated for the project, and in 2029, 157.6 million UAH will be allocated from state or local budgets and international technical assistance funds.
In 2025, funding will be allocated for the "Solomonovo" checkpoint in Zakarpattia Region. Of the required 798.3 million UAH for constructing the checkpoint and its service area, 8 million UAH will be allocated. In 2026, 180 million UAH will be allocated for the project, in 2027, 410 million UAH, and in 2028, 200 million UAH from international technical assistance funds and the state budget.
Additionally, in Zakarpattia Region, the construction of the "Diyda" automobile checkpoint is planned. In 2024, 1.5 million UAH will already be allocated from the required 1.08 billion UAH. In 2026, 355 million UAH is planned to be allocated, in 2027, 400 million UAH, and in 2028, 333.05 million UAH from the state budget and international technical assistance funds, including from CEF.
Also planned is the construction of the "Velyka Palad" automobile checkpoint in Zakarpattia Region. Of the required 386.01 million UAH for building the checkpoint and its service area, 1.45 million UAH was allocated in 2024. In 2025, 382.56 million UAH will be allocated from the state budget and international technical assistance funds.
The construction of the "Khyzha" checkpoint in Zakarpattia Region is planned to begin in 2026. 2 million UAH will be allocated from the required 59.02 million UAH for the checkpoint and its service area. In 2027, 37 million UAH will be allocated for the project, and in 2028, 20.02 million UAH from the state or local budgets, using international financial assistance.
The construction of the "Yablunivka" checkpoint in Zakarpattia Region will begin in 2026, with 5 million UAH allocated from the required 221.02 million UAH for the checkpoint and its service area. In 2027, 216.02 million UAH will be financed from the state or local budgets and international technical assistance funds.
The construction of the "Bila Tserkva" checkpoint started in 2024. Of the required 1.51 billion UAH for the checkpoint, access roads, and border road bridge, 19.5 million UAH was allocated. In 2025, 174.08 million UAH will be allocated, in 2026, 963.42 million UAH, and in 2028, 362.5 million UAH from the state budget and international technical assistance funds.
In Chernivtsi Region, the construction of the "Rusk" checkpoint is planned. Of the required 210 million UAH for the checkpoint and its transportation connection, 105 million UAH will be allocated from the state budget in both 2026 and 2027.
The construction of the "Shepit" checkpoint in Chernivtsi Region is also planned for 2026. 92.5 million UAH will be allocated from the required 185 million UAH for the checkpoint and its transportation connection. The same amount will be allocated from the state budget in 2027.
In 2026, the construction of the "Bila Krynitsa" checkpoint in Chernivtsi Region will begin, with 26.5 million UAH allocated from the required 626.54 million UAH for the project. In 2027 and 2028, 300 million UAH will be allocated from the state budget and other legally authorized sources.
The construction of the "Kelmentsi" checkpoint in Chernivtsi Region is already underway. In 2024, 750 thousand UAH was allocated from the required 175 million UAH for the project. In 2025, 87.12 million UAH is expected to be financed, and in 2026, another 87.12 million UAH.
For the construction of the "Vashkivtsi" checkpoint in Chernivtsi Region, 60 million UAH from the state budget will be allocated in 2025 from the required 120 million UAH. The remaining funds will be allocated in 2026.
The "Bronnytsia-Ungur" checkpoint construction project in Vinnytsia Region will also receive funding in 2025. 50 million UAH will be allocated from the state budget from the required 62.1 million UAH. In 2024, 2.1 million UAH was allocated for the project.
The construction of the "Vynohradivka" checkpoint in Odesa Region will continue. In 2025, 3.1 million UAH will be allocated from the required 119.4 million UAH, 59.4 million UAH will be allocated in 2026, and 55.32 million UAH in 2027. The project received 1.5 million UAH in 2024.
As previously reported, Ukraine will increase the number of checkpoints for road and rail transport to 74 by 2030.
As of May 1, 2024, the crossing of persons and vehicles through the state border of Ukraine is carried out at 41 automobile checkpoints (Republic of Poland – eight checkpoints, Slovak Republic – two checkpoints, Hungary – five checkpoints, Romania – five checkpoints, Republic of Moldova – 21 checkpoints). Additionally, as of July 31, 2024, 16 railway checkpoints are operational (Republic of Poland – five checkpoints, Slovak Republic – two checkpoints, Hungary – two checkpoints, Romania – two checkpoints, Republic of Moldova – five checkpoints).
