The Ukrainian military should prepare for a full transition to a contract-based system in case the active phase of the war ends.
This was stated by President Volodymyr Zelensky at the Ukraine. Year 2025 forum.
"The military must prepare for the transition of the army to a fully contract-based system. This will only be possible when you are ready, as well as when the active phase of the war ends. After that, it will be possible to start developing an agreement on ending the war," the President said.
He noted that this is a complex and multifaceted process that needs to be considered.
According to him, at the moment, the army capable of holding out consists of 800,000 service members, but this does not mean that after the active phase of the war ends, people will not be able to return home.
"I have already given an order at the Staff meeting. They have the first pilot 18-24. These are contracts, this is a contract army, and they need to start thinking now about when the active phase of the war ends, and they must propose solutions," the head of state added.
