US military strategist Edward Luttwak is actively promoting the idea of a referendum in Donetsk and Luhansk regions as the only option to end the war

He expressed this opinion in an interview with Die Welt 5 June. E. Lyuttvak believes that «both sides must win the war» because, in his opinion:

«it is impossible to defeat Russia and it is impossible to force Ukraine to surrender»

He has also been promoting the idea of a «real referendum» in some parts of Donbass since April. But it was E. Lyuttvak’s latest interview that russian propaganda shared.

Now his statements about the referendum and the need to «give Putin a small victory» are just a correction of the idea of peace talks between кussia and Ukraine, which was voiced at the Davos forum, but did not receive adequate support in the world.
