President of Ukraine Volodymyr Zelensky has signed a decree according to which foreigners who meet the requirements for military service can voluntarily serve in the National Guard of Ukraine.

This is stipulated in presidential decree No. 84/2024, posted on the website of the head of state on February 21.

"Foreigners who are lawfully present on the territory of Ukraine, have no prior convictions, and meet the requirements for military service as defined by the law of Ukraine 'On Military Duty and Military Service,' may be accepted on a voluntary basis (under contract) for military service in the National Guard of Ukraine," the decree states.

Foreigners may undergo military service under contract as enlisted personnel and non-commissioned officers.

According to the decree, contracts for military service by foreigners or stateless persons in the National Guard of Ukraine are concluded with those accepted for military service on a voluntary basis.

It is also emphasized that "the lists of positions that cannot be filled by foreigners and stateless persons, as well as the military units of the National Guard of Ukraine where foreigners and stateless persons cannot serve, are determined by the Ministry of Internal Affairs of Ukraine."
