Zelensky approved the composition of the delegation for the third round of negotiations with Russia

President Volodymyr Zelensky approved the composition of the delegation that will participate today, July 23, in the negotiation process with Ukraine’s international partners and representatives of Russia in Istanbul, Turkey.

This was announced by the relevant presidential decree.

The delegation will be headed by Rustem Umerov, Secretary of the National Security and Defense Council (NSDC).

The negotiation group also includes:

  • Oleksandr Bevz — Advisor to the Head of the President’s Office (OP);
  • Oleksandr Diakov — Deputy Chief of Staff of the Naval Forces Command of the Armed Forces of Ukraine (AFU);
  • Serhii Kyslytsia — First Deputy Minister of Foreign Affairs of Ukraine;
  • Yurii Kovbasa — Representative of the Verkhovna Rada Commissioner for Human Rights in the security and defense sector;
  • Heorhii Kuzmychov — Protocol Officer in the Office for Support of the Commander-in-Chief of the AFU;
  • Oleh Luhovskyi — First Deputy Head of the Foreign Intelligence Service (FIS);
  • Yevhen Ostrianskyi — Deputy Chief of the General Staff of the AFU;
  • Oleksandr Poklad — Deputy Head of the Security Service of Ukraine (SSU);
  • Vadym Skibytskyi — Deputy Chief of the Main Intelligence Directorate of the Ministry of Defense;
  • Andrii Fomin — Head of the International Law Department, Deputy Head of the Department of International and Operational Law, Central Legal Directorate of the General Staff;
  • Oleksii Shevchenko — Deputy Chief of the General Staff of the AFU;
  • Oleksandr Sherikhov — Senior Officer of the Main Operational Directorate of the General Staff of the AFU;
  • Yevhen Shynkaryov — Deputy Chief of Staff of the Air Force Command of the AFU.

Negotiations between the Ukrainian and Russian delegations in Istanbul are scheduled for the evening at the Çırağan Palace, where the previous meeting took place.

“It is expected that the meeting will start around 7 p.m. in the Beşiktaş district, at the Çırağan Palace,” the statement says.

It was also noted that changes to the meeting’s schedule are possible.
