Beta testing of electronic case management functionality begins in 4 pilot regions

Today, July 1st, the beta testing of the electronic case management functionality, which allows for online applications for social services, has begun. Before it is rolled out nationwide, the functionality will be tested in the Vinnytsia, Dnipropetrovsk, Poltava, and Cherkasy regions.

This new system will enable users to submit applications for one or more social services, track the status of their requests, plan workload distribution among employees, and submit reports in e-form. Over the next three months, representatives from the social protection departments and social service providers in Vinnytsia, Dnipropetrovsk, Poltava, and Cherkasy will test these features. Each of these regions has selected 15 territorial communities for this pilot.

“We have developed a digital solution for all participants involved in the provision of social services. The system offers a simple way to apply for services and process them, convenient electronic needs assessment, and a personal cabinet displaying all assigned services. We aim to leave behind endless queues, paperwork, reports, and waiting times, and instead, focus all the ‘saved’ time on the individuals or families in need of social support. The experience of these pioneers will be very valuable for us,” said Minister of Social Policy Oksana Zholnovych.

Ahead of the beta test, over five hundred specialists underwent special training on how to work with the functionality. Additionally, the Ministry of Social Policy, with support from UNICEF, organized a series of regional events titled “Digitalization of Social Services: Case Management as a Key Tool.” During these events, participants were introduced to the functionality, including processes such as creating and submitting applications, making decisions, and reviewing cases.

“We have prepared thoroughly for the launch of this new functionality, understanding its importance. We have had extensive discussions with specialists in the regions, gathering their suggestions for improving the version that is now being tested. Meanwhile, our team is already working on updates to make the functionality even simpler and more convenient,” shared Konstantin Koshelenko, Deputy Minister of Social Policy for Digital Development, Digital Transformations, and Digitalization.

The electronic case management functionality was implemented with the support of international partners, including the technical assistance of the United Nations World Food Programme (WFP), expert support from UNICEF, and methodological support from the United Nations Development Programme (UNDP).
