The heads of pre-school educational institutions in occupied Donetsk were ordered to select personnel sent to captured Mariupol and nearby settlements - Mangush, Nikolske, Yalta. The Russian occupation administration explains this by the need to "organize work."
The staff of banking institutions is selected similarly. It is expected that the management of the local financial sector will be completely under the control of the occupiers.
This relocation is due to the occupation administrations' distrust of the local population. There are also signs of mass exodus of personnel to the territory controlled by Ukraine and the refusal of some employees to cooperate with the occupation authorities.
It is known that the personnel who are being prepared for relocation to other regions are strongly opposed to such a decision. Some are threatening to resign if the order is not revoked.
