In the current year, the Russian Federation plans to mobilize more than 126,000 soldiers from the so-called "special contingent," which includes individuals with debts, those serving prison sentences, and others facing legal or financial issues.

According to Defense Intelligence Directorate, to compensate for battlefield losses in 2025, Russia intends to conscript at least 126,000 soldiers from this "special contingent." This includes Russian citizens serving prison terms, those under investigation, individuals with unpaid loans, and others with various legal or financial problems.
On average, the terrorist state plans to mobilize 10,000 people from this group each month to replenish its losses.
"In total, to replace losses in its existing military units and formations in the war against Ukraine, the aggressor state Russia intends to mobilize at least 280,000 occupiers in 2025," Ukrainian intelligence adds.
