During an extraordinary meeting on December 17, the Government approved the Procedure for the organization and functioning of the Points of Invicibility, which defined the types of Points of Invicinbility, their equipment and the algorithm of deployment.

"The work of the invincibility points in all parts of Ukraine will be unified. Ukrainians will have access to the same set of services. This will satisfy the critical needs of people during the restoration of infrastructure damaged by the enemy. Currently, more than 5,000 Invincibility Points are already functioning. We are working to triple their number," Prime Minister Denys Shmyhal stressed.

In particular, the Points of Invincibility will be divided into stationary, located in buildings, and mobile, which will be deployed on the basis of a tent or vehicle. Their number is determined by the central and local authorities in accordance with the needs of the hromada population.

Points of Invincibility operate around the clock. Each must be provided with: generators and fuel; autonomous heating (solid fuel boilers, heat guns, convectors, heaters, etc.); means of Internet access, in particular through Starlink terminals; communication (radio, landline phone) to call emergency services; supplies of drinking and technical water; personal hygiene products, toilets, etc.

Doctors, psychologists, social workers, NGOs and volunteers can be involved in the work at the invincibility points. Each  Point should be guarded by police, volunteers or security service.

Also, during the meeting of the Government, a protocol commission was adopted to the heads of local administrations and heads of central executive bodies involved in the organization of the Points of Invincibility to ensure that the equipped and new points meet the requirements of the adopted resolution. In addition, Deputy Prime Minister for Reconstruction of Ukraine - Minister for Communities, Territories and Infrastructure Development Oleksandr Kubrakov was instructed to establish a coordination headquarters that will coordinate the work of the points and monitor their compliance with the defined criteria.
