EBRD plans €15 million loan for Kharkiv heating system restoration

The European Bank for Reconstruction and Development (EBRD) plans to provide Kharkiv with a €15 million loan to restore centralized heating, backed by a €17 million grant from the European Union, the bank announced on its website.

“The loan is part of a broader financing package, which also includes a €17 million investment grant from the European Union. Given the risks caused by the war, the loan will also benefit from a partial guarantee provided by the EU,” the statement said, noting that the project is still awaiting final approval.

The EBRD clarified that the loan and EU grant will finance the purchase of up to 22 small and medium-sized modular natural gas boiler plants with cogeneration units, as well as five small cogeneration units for existing boiler houses.

“The implementation of the project will lead to the restoration of centralized heating services, which were interrupted in February 2026 after critical damage to Kharkiv’s CHP-5 thermal power plant,” the EBRD stated.

It added that the total annual reduction in greenhouse gas emissions from the project is estimated at 19,091 tons of CO₂ equivalent.
