War risk insurance: new simplifications introduced for businesses

The Ukrainian government has simplified the procedure for businesses participating in the war risk insurance program to confirm losses caused by destroyed property and has extended the deadline for submitting applications for insurance premium compensation. The Cabinet of Ministers approved the relevant amendments to the state program at its meeting on July 8, 2026.

“We continue to improve the conditions of war risk insurance together with businesses. The program will now become more flexible: to receive compensation in frontline regions, the government has allowed companies to submit a single application covering all damaged property and to use court expert assessments as proof of losses. Businesses will also be able to apply for insurance premium compensation throughout the entire period of their insurance agreement. These changes will help entrepreneurs attract funds for faster production recovery and preserve jobs,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

The main changes include:

Compensation for damaged property for businesses in frontline regions:

  • A single application for all damaged property: the government abolished the requirement to submit a separate application for each damaged or destroyed asset.
  • More options for confirming losses: the compensation amount can now be determined not only based on a property valuation report but also on the conclusion of a court-appointed expert. This eliminates the need for businesses to order additional assessments if an expert evaluation has already been completed.
  • Simplified applications for damaged equipment and infrastructure networks: companies can submit applications for production equipment and engineering networks as soon as they collect the necessary documents, including reports from the State Emergency Service or police, extracts from the Unified Register of Pre-Trial Investigations, proof of ownership, and loss assessments. Businesses no longer need to wait until this information is entered into the national damaged property register.
  • Clarification regarding vehicles: the government specified that vehicles, self-propelled machinery, and special equipment requiring state or departmental registration (including cars, trailers, tractors, and similar equipment) are not considered “production equipment.” Therefore, losses related to such assets will not be covered by the program.
  • Clearer compensation rules: if a company receives compensation from third parties (for example, an insurance company), the state payment will be reduced by the corresponding amount. If third-party compensation is received after state compensation and the total amount exceeds the actual losses, the business must return the difference to the state.

Compensation of insurance premiums for businesses across Ukraine:

  • More time to submit applications: the government removed the previous 60-day deadline from the date of signing the insurance agreement. Companies can now apply for compensation starting from the 31st day after signing the insurance contract and up to 30 days after its expiration.
  • Extended period for joining the program: businesses that signed insurance contracts after January 1, 2026, but did not immediately submit an application, can now contact their insurer to participate in the program until August 1, 2026. Previously, the deadline was May 1.
  • Simplified requirements for insured property: to receive compensation, a company only needs to own the insured property. The previous requirement that the property be used in the company’s “main activity” has been removed.
  • Updated compensation limit calculation: the state will calculate the maximum compensation limit (up to UAH 3 million per year) based on the date when insurance agreements are signed, rather than their expiration dates as required under the previous rules.

Ukraine’s war risk insurance program for businesses was launched on January 1, 2026. As of now, 139 applications have been approved under the compensation program for damaged or destroyed property, with a potential compensation amount of UAH 2.67 billion. Under the insurance premium compensation program, businesses have submitted 63 applications. The total value of insurance coverage under these applications amounts to UAH 7.9 billion, with a potential compensation volume of UAH 94.22 million.

In May, the first four Ukrainian companies received partial state compensation for insurance premiums under war risk property insurance agreements, totaling UAH 6.8 million.
