Russia continues to export grain grown in the occupied territories of Ukraine under the guise of russian exports. To do this, it uses the capacities of occupied ports in the Azov and Black Seas, primarily the port of Sevastopol.

In 2025, more than 2 million tons of grain crops grown in the occupied territories of our state were exported. The lion’s share fell on the second half of the year, with about 1.4 million tons shipped. At the same time, the geography of sales markets is expanding. Some 53.6% of shipments were delivered to Egypt (490,000 tons) and Bangladesh (250,000 tons). Supplies to Lebanon (78.1 thousand tons) and Turkey (96.7 thousand tons) increased, and grain exports to Syria (94.4 thousand tons) were resumed. Agricultural products were also delivered to Djibouti, Saudi Arabia, and Vietnam, and in small volumes even to certain Balkan countries.

To circumvent sanctions, russia carries out ship-to-ship operations in the offshore transshipment area of the port of Kavkaz, using storage vessels. This allows russia to conceal the true origin of the grain, while enabling carriers to avoid calling at ports in the occupied territories of Ukraine and to reduce the risk of accusations of illegal trade. This scheme is used for grain supplies to the Kingdom of Saudi Arabia, Bangladesh, and Vietnam.
